		<description>Ditto Sean, September has shown a move to the positive side, We had a considerably better month with the highest number of deals since Q1, higher productivity and more qualified jobs per head than any month YTD, But I have seen two false dawns this year and we need to produce back to back months before I get excited.  At the moment Christmas presents are still form Argos !!</description>

		<description>Who knows, certainly the Customer Services line here in Hampshire has been busy over the last few week with people calling to buy new liences, or re-activate old user accounts!

If it is not picking up - confidence in the market certainly is.

This is fine when it is a established company with a global presence seconding to their UK branch, But the door is wide open for certain consultancies basically &quot;in shoring&quot; projects, when the skills are in the UK as well as potentially side stepping The Temporary Agency  Working Directive that will eventually be rolled out in some form.  

Agencies should be very aware who owns the working visa if utilising a contractor from outside of the UK into the UK, The Visa is applied for by the consultancy and they are the end client, The contractor cannot then be utilised by a agency and placed at their end client.</description>
